Property and Asset Review

I think we need experts to review our property and assets to make a long term strategy to save money. We have empty buildings, building in need of repair and buildings unfit for purpose. With restru Turing still ongoing in many Departments it is vital that experts review facilities and buildings for staff.  We probably do not have this expertise in house. 

Experts could review the estate and look at new ways of working., e.g home working, hot dealing and flexible dealing etc. Sharing buildings and space with other public sector services could also be looked at.

Long term strategies need to be planned and agreed.

Why the contribution is important

We need a fit for purpose estate and facilities and to embrace new ways of working to save millions. Other organisations and businesses do this.  We need to spend Council money efficiently and cost effectively but staff should work in modern and good conditions. Saving money does not mean conditions should be bad.

    Good idea. After staff costs, property costs are probably next highest. However, with a council which chooses not to make the best use of the premises it has (see Tapestry) it is unlikely to buy this.
    The Council should have a list of all the properties it occupies, costs of occupation, income being generated from 3rd party tenants. It should have a dedicated database of vacant properties, a reason why they are vacant, and opportunity costs of not using or receiving income from that space. A cost benefit analysis should be undertaken to see if it is worth bringing space into use or refurbishing to let. If it truly is surplus, and no foreseeable benefit can be seen for holding onto it, it should be disposed of.
    In short, it needs a premises strategy. Has it got one?

    Don't know what sort of buildings the Council have standing empty, but housing is a real problem for many people in the Borders as there is a shortage of housing to rent. Couldn't some empty buildings be turned into housing and put up for rent to create income?

    If SBC improved the department responsible for letting out their empty business units they would receive income and be able to re-invest! goodness knows how much lost revenue they have. Businesses find waiting (for empty!) buildings to be re-let frustrating, takes months and in the meantime the building is stood empty!! It would take seconds to identify how many units are empty and reduce the time for one tenant out, next one in!
