Amalgamate Councils and associated service departments

Major savings can be made by reducing the overall number of Councils and/or using common services e,g, payroll, waste services, roads maintenance etc.  This should be supported by boosting the role of community councils to make decisions on how budgets are allocated within their areas.  Community Councils could use Council common services or even local tradesmen for repairs etc.

Why the contribution is important

Reduce management overheads and costs. Make larger councils more productive. Have community councils closely serving the needs of their community.  See this example from Germany - www.theguardian.com/commentisfree/2018/feb/28/small-town-wolfhagen-community-revolution-german-europe-energy-contract
